Is there a way though group policy to force certain default regional settings
and setups?

i.e. date format from being the standard ms MM/DD/YYYY

being changed to DD/MM/YYYY as well as the time zone and default language
options.

Have you checked Group Policy Preferences? They let you define that
pretty easy: User Configuration\Preferences\Control Panel
Settings\Regional Options.

Be sure to hit F5 when editing the setting so that the underlining
changes from red to green (setting activated).

user configuration>administrative templates>control panel>regional and
language options.

I see one option only "Restrict selection of windows menus and dialogs
language."

That is a policy to prohibid users to change the language in Regional
Options. You can't actually use that setting to roll out the language
for users.

Florian so where are the setting you indicate I can acctually force this with?

Since you say the setting I refer to is not it.

You mean the User Configuration\Preferences\Control Panel
Settings\Regional Options setting I was referring to? This is actually
one of the settings you can define with Group Policy Preferences. You
need configure this with a Vista SP1 machine with RSAT installed or a
Server 2008 box. Only those two Windows editions have the necessary GPMC
version.

On the client side, you'll need the client piece (Client Side Extension)
installed so that the clients understand the Preference-settings you're
pushing. The CSEs can be downloaded freely (check for "Group Policy
Preference CSE") - but clients should have installed that by now since
those CSEs are rolled out via Windows Update and (likely) WSUS if you
have that.
