I am having issues promoting a 2008 R2 box to a domain controller. The
error I receive is that I need to first prep the domain for 2008 R2.
However I already have prepped the domain for 2008 R2 with the 2008 R2
media on the active domain controller. If I try to do it again, it just
tells me that this domain is already prepped for 2008 R2 and that no
changes were made. Below is how I came to this point (the constant
promotion/demotion) was for testing purposes. I have 2 boxes, the
original 2003R2 box which remains 2003R2, and the other test box which
gets 2008 and 2008R2 installed and reinstalled.

I started with a 2003R2 domain.

I then used the Server 2008 media to prep the domain on the active
domain controller with forestprep, and domainprep, gpprep. I then
successfully promoted a new 2008 box to be an additional domain
controller.

Next I demoted that same 2008 box. I used the 2008 R2 media to prep
the original 2003R2 box (still a domain controller) for the 2008 R2
domain. The domain successfully prepped, and I installed 2008 R2 on the
new box, and successfully promoted it.

Next I demoted that same 2008 R2 box again, and reinstalled with Server
2008, and successfully promoted it a domain controller.

Next I demoted that 2008 box again, and reinstalled with 2008 R2. Here
is where my problems are now occurring. I am unable to promote this
2008 R2 box to domain controller, the error I receive is that I first
need to prep the domain for 2008 R2. However if I take the 2008 R2
media and go back to the still active 2003R2 domain controller, it tells
me that this domain has already been prepped for 2008 R2, and that no
changes were made.

Are you sure you used the 32bit version of Adprep? adprep32.exe.

When you did the forestprep, domainprep, gpprep did you leave the domain
time to replicate the changes properly before promoting the server?

With all your promoting and demoting, did you clear out the NTDS in between,
or does the domain think the 2008 server is already there?

That's about all I can think of.

Just done a migration from 2000 Domain to 2008 Domain with four DCs -
demoted each in turn and upgraded, then re-promoted, and despite frightening
myself silly it all went very smoothly.
