I just got back from a new client's office where they have 2 Server
2008 DCs, both running Exchange 2007. The PDC has been online and
working without issue. However, apparently the second DC has been
unplugged from the network for 3+ months (no clue why). The Exchange
server on it was configured as a SCR partner for the primary DC.
Obviously the SCR replication hasn't been occurring either.

Once I plugged it back into the network, I tried to login as domain
admin, which failed. I waited about 15 minutes and was then able to
login. However, if I goto Sites and Services, choose the second DC,
and click on "replicate now" it fails with an "access denied" error
message. Also, if I open up the Exchange Management Console on the
primary DC and goto Server Configuration, Mailbox, and click on the
second DC, it times out and the mailbox status on it is listed as
"Unknown". I'm sure this is a result of the same issue causing
replication to fail.

My question is, how do I get this DC fully functional? If Exchange
wasn't installed on it, I'd just demote it and then promote it back to
reestablish the trust relationship. However, that's not an option
since Exchange is installed on it.

Any advice would be greatly appreciated.
