My company will release "push mail" function in my Active Directory +
Exchange 2003 environment.
So, is it possible control "push mail" function by GPO or any default user
template?
My objective is block all user by default and allow by enalbe manually.

Err... what is "push mail" really and what are its built-in features to
block users? Does it have any role system you could use to block certain
users? Or is it that you would like to block the application from being
executed by certain users? Is that an app that is installed on all clients?

Can you elaborate a little more? I'm afraid I don't get the whole
picture here.

I'm with Florian, I don't understand the problem. What is it you are
attempting, "Push Mail"?

I'm assuming you're referring to Exchange Activesync. There are groups for
Exchange ...microsoft.public.exchange.admin gets the most traffic.

You can't control this by GPO. It's enabled or disabled in general, and is
enabled by default for all users. You can disable it in their ADUC
properties on any DC with the Exchange management tools installed.

I agree. This is a device setting. The best to control ActiveSync are the
device settings. So I'm not sure where the problem is, because once
ActiveSync account has been configured on the handheld, it just works
automatically between the handheld and Exchange.
