What are the criteria that i need to look for before raising my
domain/forest functional level to windows server 2008 R2? Does increasing
the functional level bring in any additional group polciy benefits to
windows 7 workstations??

The criteria is that your DCs need to be running Windows Server 2008R2.
All of them in the domain (domain functional level), all of them
forest-wide (forest functional level).

The benefits you would gain Fine-Grained Password Policies (if you are
in a functional level smaller than 2008 now) and the AD Recycle Bin.

In order to manage Windows 7 GP features, you simply need a Windows
7/Server 2008 R2 machine with RSAT installed and enabled. No functional
level raise needed.

Hello Tobby,

Functional levels belong to the DCs OS not to any other machines OS.

There are no GPO changes when raising the functional level. GPO changes come
with Windows Vista/7 and Windows server 2008/R2 which cna also be used when
no 2008 DC is installed.
