I would like to know what will happen if RODC w32time reg entry type is set
to NT5DS/Allsync in a branch which does not have a direct 2008 DC as partner
in HUB site? Will the time sync fail?

Yupp, the time sync will fail. The RODC needs a connection the a
writable DC in the hub site to correcly sync its time.

You will lose replication, any non-cached accounts will be unable to signon
and yes time sync. Your rodc needs a 2008 rwdc

Hi
Any DC that looses Time hierarchy will fail to Sync Time. This applies to
all DCs. The time root Forest (generally the first DC in the domain/forest
with PDCe role) will also fail if that DC doesn't have a connection to a
trusted Time server (which could be an internal or external time source)
