We installed the new out of band patch for IE on all but one of our DCs last
night. Now that is the only DC users can run successful LDAP queries
against. Domain Admins can run queries against all DCs, regular users,
account operators, etc can only run against the unpatched server. Is there
some problem with the new patch?

You may wish to roll it back on one of those DC's that aren't getting the
LDAP queries out successfully to see if that fixes the problem.
If so, you've identified the how, and then you can rollback on the others.
As to your question, I have not heard any reports of problems
with this particular patch, sorry.

I have not heard of issues either, but this is a good reason to always test
patches before rolling them out. You should be able to back the patch out
by going into Control Panel, Add and Remove Programs (Make sure Show Updates
is checked) and highlight and unistall the OOB patch.

We are experiencing an issue when users login to webmail via IE users are
unable to authenicate, but when users tried witht their alias IE did
authenicate. The difference between their user login and the alias is a
period. The normal user login naming convention has a first name, period,
lastname where as alias is first initial lastname no period.

Users had no trouble using either naming convention with other browsers i.e.
Firefox, Chrome.

After removing the update KB978207 issue resolved for windows 7 users no so
for XP.

My Wsus server list several KB978207, one for each version of IE and roll
back does not appear supported for this KB.
